If the smaller one is stock, then it is ok. You might get a better handling result with the larger one.

I have a question.What does this clause mean:
3.1: Any commercially available sealed-can slot car motor that produces less than 25K rpm at 12 Volts is allowed. No rewinds or "mod motors" allowed.

It means you can use any motor that you can buy at a hobby store that specs at less than 25K @ 12V. For instance, let's say you took a 25K motor and gave it a rewind so that now it puts out 30K. That would be illegal. Just opening the motor would make it illegal. Motors should remain as they came from the manufacturer.

Perhaps... We do have a down force limit that a magnetic effect motor may exceed.

I asked because last year i interpreted it as "closed can" motor,as Boxer 2 for example then i saw pictures of the cars entered and figured i got something wrong so i wanted to make sure...

Is it legal to drill two 2mm holes under the front axle in order to use allen screws to adjust height?

Looking at last year car pics I see that a few of the Peugeot had been drilled for M2 screws on the front axle. That is not allowed this year. As there is a hole down thru the lower axle stop but not drilled thru the chassis.
